To assess the implementation of Directive No. 09/CT-BGTVT on 24/10/2011 of the Minister of Transport on the strengthening of measures to reduce Vietnam ship detained in port abroad. On 05/6/2012, the delegation of the Ministry of Transport by Mr Huang - Deputy Head of Legal Department delegation had a working session at Hai Phong port authority. Attending the meeting were representatives of the Vietnam Maritime Administration, Department of the Vietnam Register.
To assess the implementation of Directive No. 09/CT-BGTVT on 24/10/2011 of the Minister of Transport on the strengthening of measures to reduce Vietnam ship detained in port abroad. On 05/6/2012, the delegation of the Ministry of Transport by Mr Huang - Deputy Head of Legal Department delegation had a working session at Hai Phong port authority. Attending the meeting were representatives of the Vietnam Maritime Administration, Department of the Vietnam Register.
At the meeting, Mr. Bui Van Minh - Director of Hai Phong port authorities have reported the results of the implementation of Directive No. 09/CT-BGTVT on 24/10/2011 of the Minister of Transport on the strengthening of measures to reduce ship Vietnam detained in foreign ports; the coordination between maritime port of Haiphong and 10 Sub Registry activities relating to state management professionals branch in Hai Phong seaport area. Specifically: Assignment of 01 Vice Director directly monitor and direct the implementation of the Directive 09/CT-BGTVT supplemented by qualified personnel to inspect the work of ship inspection Vietnam operate on international routes; send a notice to ship owners, shipping agents in international activities in Hai Phong port area for the organization comply with the requirements of Directive 09/CT-BGTVT; printing documents related to the focus of inspections TOKYO MOU sent to boat owners, agents to promote and disseminate the crew members before the ship offshore activities; thoroughly to all staff to strictly follow rigorous testing requirements, in accordance with and determined not to vessels leaving ports ineligible overseas activities. Absolutely not cause trouble or harass the owner, crew members and strengthen the communication between Hai Phong port authority, department Register 10 and ship owners to monitor the vessel inspection activities international route and set up communications hubs to facilitate the coordination and handling work.
Concluded at the meeting, Deputy Director appreciated the implementation of the effective date of 24/10/2011 09/CT-BGTVT Directive of the Minister of Transport at Hai Phong seaport area. Accordingly, the results are shown in areas such as: number of ships detained in Vietnam foreign ports decreased, ship owners have understood the importance of ensuring maritime safety, maritime security, raise the level of responsibilities of crew members, minimizing ship Vietnam detained in foreign ports, contributing to enhance the prestige national fleets; the effective coordination between port authorities and the Registry. In addition, Deputy Director also asked Hai Phong port authorities to coordinate more closely with other agencies, relevant units continue to perform 09/CT-BGTVT Directive, while enhancing publicity TV guide regulations on maritime safety, maritime security and prevention of environmental pollution to the ship owner to limit to the lowest Vietnam ships detained in foreign ports.
